Anti-India’ Racket Under the Guise of Zoomlion? Serious Allegations of Fraud Against Jing Lin, Roy Chen, and Chenzhuo; Dalmia Group to Approach Ministry of Home Affairs to Cancel Passports
’
BHOPAL । The ongoing commercial dispute between the prominent Dalmia Group of Companies and the Chinese heavy machinery giant Zoomlion India Private Limited has taken a severe and sensitive turn. Dalmia Group has directly accused three top officials of Zoomlion India—Jing Lin, Roy Chen, and Chenzhuo—of being the key orchestrators of this dispute. The group alleges that these individuals are not only deceiving and defaming their parent Chinese firm, but are also committing “breach of trust” and multi-crore fraud against several honest, patriotic Indian companies. Given the gravity of the situation, Dalmia Group has decided to approach the Ministry of Home Affairs (MHA) and the Ministry of External Affairs (MEA) to demand the cancellation of their passports and to have them blacklisted.
Primary Allegations Against the Trio (Jing Lin, Roy Chen, Chenzhuo): Breach of Trust and Tarnishing Company Reputation
According to updated statements from Dalmia Group, the three officials—Jing Lin, Roy Chen, and Chenzhuo—are primarily responsible for the multi-crore crane order disputes in 2025 and 2026. The group alleges that this trio deliberately accepts high-value Purchase Orders from Indian firms, only to back out of delivering the heavy machinery at the crucial moment. This unprofessional behavior has caused Dalmia Group a direct financial and potential loss of ₹4 to ₹5 crore and is severely damaging the market credibility of Zoomlion itself.
Dalmia Group firmly stated that Jing Lin, Roy Chen, and Chenzhuo are misleading their own parent company in China by creating a false impression of flourishing business operations in India. In reality, they are engaging in serious acts of criminal breach of trust. By failing to honor Purchase Orders worth ₹10–12 crore after official acceptance, they have broken commercial faith and set a dangerous precedent in the Indian heavy equipment sector.
Fraud Spreading Nationally: Dozens of Indian Companies Targeted
According to the complainant, Dalmia Group, this fraudulent pattern operated by Jing Lin, Roy Chen, and Chenzhuo is not an isolated incident. The trio has reportedly expanded these practices across India, targeting over a dozen local companies and causing losses running into hundreds of crores. Their scheme involves trapping funds through unfulfilled orders, supplying old or used machinery under the guise of brand-new equipment (as highlighted in a previous 2025 Economic Offences Wing chargesheet in Mumbai), and systematically reneging on supply commitments.
This persistent misconduct not only inflicts severe financial distress on domestic businesses but also undermines the confidence and stability of companies contributing to India’s infrastructure growth. Concerns have been raised that this could be a calculated attempt to derail local businesses and stall critical national development projects.
Demand for Passport Cancellation and Blacklisting: Delegation Heading to MHA
In light of these developments, Dalmia Group is escalating the matter to top administrative and legal levels. The group clarified that it will not restrict its actions to a local police FIR. A senior delegation from Dalmia Group will soon meet officials at the Ministry of Home Affairs (MHA) and the Ministry of External Affairs (MEA) to formally submit documentary evidence and request the immediate cancellation of the passports of Jing Lin, Roy Chen, and Chenzhuo.
The group aims to ensure that both the trio and Zoomlion India are blacklisted from operating within Indian territory, preventing further commercial deception and protecting local enterprises.
Concerns Over ‘Anti-India’ Economic Sabotage
The dispute has escalated into a broader discussion surrounding commercial integrity and national economic security. Dalmia Group questioned whether the actions of Jing Lin, Roy Chen, and Chenzhuo reflect an underlying agenda to disrupt Indian businesses, drawing parallels to recent public discussions regarding foreign funding and economic destabilization efforts.
Dalmia Group reiterated its commitment to taking all necessary legal, judicial, and regulatory measures to safeguard its investments, protect its clients, and uphold national business interests. The group stated it is prepared to approach the courts to ensure strict legal action against Jing Lin, Roy Chen, and Chenzhuo.
